There are a number of alternate spellings for the name:

Lemming in 1881 census, Lemmings on copy of birth certificate of William Bradbury (grandson) for Factories Act.
Also possible other family member Leming in 1881 census in Wombourne Staffs.

1881 Census clearly gives place of birth as Penn.

Birth certificate from Wombourn gives name as William Alfred Leaming. Slight discrepancy in age as on 3/4/1881 census William gives his age as 30 and has his name spelt Lemming. This is the same spelling as on the birth certificate of daughter Alice.

As the name in any of its spellings is quite rare it is likely that the birth certificate from Wombourb citing Upper Penn as the birth place is for the same person as the 1881 census from Tunstall who was born in Penn.

From parish register index William Alfred was born on 13.8.1852 and Christened on 12/9/1852 in Penn. The parish register entry of his birth refers to William Banks (his grandfather?).
